What is going on with this plant?

I have a bunch of this plant in my 4 gallon dwarf puffer tank. I use a single 23 watt CFL bulb over the tank and I dose excel daily, flourish twice a week, and use DIY co2. I got this plant as a mystery plant and I have been told it is Rotala rotundifolia/Rotala Indica. It recently started growing roots all over the plant. I dont know what is going on. Is this good bad? How can I make it stop? Any advice is appreciated.

From what I've been told any rotala is prone to growing the aerial roots. You can just snip them off when they become unsightly. It also looks like you have some hair algae growth on it. How long is your lighting cycle?
