How long is the aquarium light on for? Or is the tank sat in direct sunlight?

The filter is working, it's a filter for my Betta and so that is why It does not look like it's on. But the filter is on. I do keep the tank lights on a lot, so that is why I prob got Algae.
What is this on top of my Betta tank? Is it algae?
