What is this (PHOTOS INCLUDED)

I have started a fishless cycle with tetra safe start and Dr. Tim's pure ammonia so far i have had a bateria bloom after it went away i saw this white web like substance and I'm not sure what it is and i am only 3 day into starting the cycle.

Hair algae, you don't want it, try lowering amount of light that the tank gets and that's about all that you can do.

If all you have are fake plants just keep the lights off, they don't need to be on during the cycle.

If they are material plants then it could be the material coming off them
