what is this stuff?

does anyone know what this might be? I found this white slimey gooy stuff on all my sisters filter pads when I cleaned her 55g goldfish tank today. any ideas?

Could be mold but it looks like some things need a good cleaning.

Give them a good rinse in old tank water and see if it comes back. How old is the filter? How does the rest of it look?

the white stuff was only on the top. the actual machine is around 6-8 months old. the pads use to be replaced every month, these ones are 2 months old, rinsed out a few times.
- the tank is definitively overstocked.. I finally convinced my mom that they need to add more filtration to the tank because the goldfish are so messy and the tank is so over stocked, (since they are not ready to rehome the goldfish) 4 - 6-7in common goldfish (possibly a little bigger im not sure)
- currently there is a Marineland Emperor Power Filter Up to 50-Gallon, 280 GPH
and i think a Marineland Penguin Power Filter, 50 to 70-Gallon, 350 GPH
- im looking for a canister filter for the tank.. any suggestions regarding size of gph?
