Yeah... what is scooping? Ive never heard of anybody "scooping water" much less heard of a "scooping to siphoning ratio". However you want to get the old water out of your tank so that you can replace it with fresh water is fine.

A siphon is easier, less messy and allows you to go along the substrate and remove some solid waste as well. These reasons are probably why its the preferred method. However, if you don't have a why to siphon the water out, then by all means scoop away>

I remove 50 to 60 percent of the tank water and replace it with pure, treated tap water. Smaller water changes leave too much dissolved waste in the tank.

For livebearing fish, the greater the ratio of females to males the better. 5 females to one male is good, 10 to 1 is better. If you get your female livebearers from the pet store, you don't need to buy males. The females are generally kept with the males, so they're already pregnant. You'll have all the males you need in a few weeks.
