I have a 37 gallon tank with 3 otos, 3 botia striata (zebra loaches), and a BN pleco. Filter sand substrate (not pool filter sand, it's a larger grain) with driftwood and plants. pH 7.8 temp 76F moderate lighting and current.

What would live happily in my tank? Please no rasboras, danios, neons or guppies as we already have those in other tanks :)

Pencilfish? Dwarf cichlids? Rainbows? Killifish? Gouramis? Rummy nose tetras? We are pretty open to ideas as long as the fish will get along with one another and in the water chemistry we already have. We were also hoping for something that will breed or lay eggs in the tank that can be reared in there or in a separate breeding tank but that is not as high a priority.

Thanks!

All the fish you mentioned should be ok.
I'd personally go with dwarf cichlids, gouramis or rainbows.
