I guess the real question we should be asking are what the tank mates will be.
I love my 8 Pygmys in my 29g. But their tank mates are an Apisto pair and 7 Rummys. In my 10 I have 4 Habrosus and I also love them. Both are a great choice in my mind. The main difference in my opinion is if you want something that stays small and on the substrate, go with Habrosus or Panda. Pygmaeus and Hastatus tend to spend a decent amount of time up in the plants.
On the note of Pygmys being eaten, my friend had 10ish Pygmys in a 55g with a full grown Angel. Never ate them. But each situation is different.
