Which is better, otocinclus or ancistrus?

I have both in the tank and in case one of them dies, should I have 3 otocinclus or 1 ancistrus?

I have a 24 gallon tank.

Which is better for algae control?
Which is easier to breed? How do you breed them?
What is their lifespan?

Which is basically better to keep in your opinion?

Algae control? Depends on the kind of algae.
Easier to breed? Bristlenose plecos by far. The number of varieties of captive bred BNP is proof enough of that.
Not sure of the lifespan of an otto but I've heard 20 years for a BNP
 
To breed Ancistrus species place a mature male and female or multiple females in the same tank. Provide a long narrow breeding cave for each female. Wait for fry.

Just be aware, that they are fairly prolific once they start breeding and the fry will climb out of the tank through opening you would not have thought possible.

I typically keep BN over otos in aquaria large enough to handle them. They are much more flexible and hardy. I would probably not try to breed them in a community setting if you want the fry to survive.
