Which puffer?

Looking to get a couple puffers for a 29 gallon tank that is empty currently. Can't decide between doing freshwater and keeping amazon puffers or setting up a brackish water tank for figure 8 puffers. Any info or thoughts would be appreciated.

I'm in the process of cycling a 28 gallon bowfront marineland tank for 3 dwarf puffers. All I know for sure is that it needs to be a cycled tank for puffers because they are so very sensitive to ammonia and nitrites due to them being scaleless. I've not had experience with bigger puffers, but I have had dwarfs in the past and love them.
