White coating on heater?

I've noticed this white coating on my heater. Does anyone know what it is and if it can be harmful to my fish?

How old is the heater?

Is it on the outside of the heater or inside it? Limescale deposit? Condensation?

It's not even 6 months old.
It's on the outside. It wouldn't come off when i tried to scrub it off a couple of days ago but noticed it flaking off today when i cleaned the tank. Crumbles when i touch the flaked off bits and won't get sucked up by the gravel vacuum.

Looks like limescale to me. I found this thread on limescale build up on heaters.
