White flakes floating on top

I have a 30 gallon I have had for years for some reason I have had trouble with the water staying cloudy and now I noticed white flaky like particles floating on top of water.

What do you feed them? Sounds like a protein film.

Is it a film sort of like an oily film on the surface or like a powdery flaky white stuff all over the tank?
I once used an API de-chlorinator that soon as it hit the water it would start to flake a little, took me while to figure this out, the flakes were more noticeable after a water change

Do you have a lid or hood, it may be dust build up on top.
