White fuzz on decor

I have this recurring white fuzz on my ceramic shell. Last time I did a pwc, I washed it off in old tank water; I really had to rub to get it off. Within about a week, it came back. Any idea what this is?
 
How old is the tank? If the tank is new it is a normal part of a new tank usually. If the tank is established I would guess possibly feeding too much causing over abundance of leftover food? Can you get a picture?
 
The tank was setup on 3/13, so just over a month old.

I only feed him about 6 pellets a day and he eats them right up. I watch him eat and I never see leftover food.

Here is a pic. You can see the fuzz on the top of the shell. If the water color looks off, it's because I'm treating my betta for fungus/finrot and there are meds in the water that turn it yellow.

It doesn't look to me as if it is much to worry about. It may just be part of the new tank syndrome. I would keep doing what you are doing and it should probably go away on it's own.
