if the tank lights are on - the tank will still be bright regardless.

I've never heard of that, but I would guess it may give a sense of security being that dark gravel absorbs light; constricting the rays and dimming it to some degree. We may not be able to tell the difference, but the fish might. Light colors will reflect light, allowing the rays to expand.
