6 neon tetras
4 sterba cories
3 yoyo loaches
1 male betta

20 gallon

I say no to the yoyos for 2 reasons.
1. They get too big and active for a 20g
2. They can become aggressive with age which can be bad news for your cory's

Sterbai's are one of the slightly bigger cory species if only have a 20 I would more likely do panda or maybe a dwarf species.

+1 I've heard many horror stories of yoyos eating smaller fish like neons.

I really only wanted the yoyo's because i needed them to eat the pesky snails on my tank. Would the betta eat the snails?

Mostly likely not. Bettas have attitudes though so might try if it's in a mood. It's only a 20g, hire a clown loach for a week.
I've done it in the past, ask my lfs if I can buy a loach just to rid snails then return him.
