Would treated ( dechlorin) tap water b ok for water changes?

I use tap water and decalrinate it, then add t to my tank.

That's the way to do it if you're using buckets for PWC.

It's perfectly fine for freshwater. =] For saltwater, people recommend using ro/di water, but for fresh, almost everyone uses tap.
