Are you sure you aren't looking at express options? It's 39.99 or something for express, when priority flat rate shouldn't cost more than 15.60 and generally the box for $12.35 is more than enough room.

International Priority shipping would be that expensive. 1st intl would be far less but has no tracking. You also should check to see if your fish can be legally shipped there.

oOh, My bad, I guess I missed that.
Unless you get a permit to use fed-ex or ship to a transhipper, it's illegal to ship internationally anyways. Definitely more costly than nearly any fish is worth unless it's something very rare or hard to find.
