Depends on your idea of "low-light," but the following that I posted can tolerate very low light levels:
Subwassertang
Willow Moss
Java Moss
Pee-wee java fern mat
Cryptocoryne Lutea

The 2 stems of ludwigia have sadly been sold  but I may be able to spare one small stem yet. The luteas get about 6" max IME, but stay small for a while.

Could I do:
1 subwassertang
1 javamoss
Java fern mat
2 crypt luteas
For 20$ (first class shipping).
Unless you happen to have anubias I'd happily replace the subwassertang for anubias...
