If there are areas with no plant roots, you could use a gravel vac. Of course, just be careful around the shrimp. Otherwise, just do water changes.
I have a planted tank and a shrimp tank and I only do water changes and occasionally scrub the glass. In both cases, there are very few areas of open substrate.
