I have a 3-gallon Tetra acrylic cube tank with LED lighting, a sponge filter, and about 4 or 5 different species of plants. The tank's current stocking is two African Dwarf Frogs, a zebra nerite snail, and three red cherry shrimp. How many shrimp would you recommend for this size tank without overstocking it? I want to try breeding them (yes, I know the frogs will probably eat many of the fry, which is part of why I want to breed them in the first place), so I'm curious as to how many shrimp would be too many for this tank so I can maintain a good balance in the ecosystem.

IMO you're pretty much there already. Not many more than what you have. You can always overstock and increase waterchange and filtration... but yeah.
