yes its an external lung they will use when they reach the peak of the tank for breathing external air. Mine uses it every now and then. Maybe check your water perimeters if its doing it a lot to be sure the water is conducive enough for it to breath unsurfaced
And it is not itself a lung.. it brings air to the lung which is inside the shell. Think of it as a very long flexible nostril, like an elephant's trunk.
