Suggestions for a shrimp-only cube

Hi, i m thinking of building a cube tank only for shrimps,of about 25x25x25 cm. What substrate would you suggest i use?I d like something suitable for plants.Does it always have to be placed under the main gravel?

Either is good, both are really good. Gravel on the bottom with sand on top of it is excellent. Shrimp like to bury into sand for fun, plants like to latch onto gravel for root building.
