What to use in place of Styrofoam?

I'm going to be shipping out some juvenile RCS here soon. But I can't seem to find Styrofoam anywhere near here. I was wondering if there is anything I can use instead of that in case I can't find any styrofoam?

I've received several shipments of shrimp that boxed was lined with some sort of loose brown/grey insulation and newspaper.

I also have a club member that has a business selling all the shipping supplies needed to ship live fish,shrimp and plants. I can give you his info if you'd like.
