green phosphate media pad questions

I have horribly high, literally off the charts phosphates and my nitrates are finally slowly going down, but to reduce the phosphates I purchased this green phosphate media pad stuff you put in the filter itself and its suppose to remove all phosphates, it hasn't done jack for me, anyone else have these problems by chance or am I doingsomething wrong?

I never used the pads as I herd that they were very short lived I had a phosphate problem in my 29 gal tank and I used Phosgaurd by seachem it quickly removed the phosphates and I now continue to use it to keep them under control I use about 1/3 cup and change it every 2-3 weeks depending apon my test results. hth.
