How deep is deep enough?

Live in new england (usa) so it gets hot in the summer and snows in winter on a regular basis. I wanted to keep koi in a pond but dont really know how deep it should bee to help keep the tempurature regulated and what not. Any input on what to do?
 
We're in Colorado so believe me, we know about freezing :)

Most pond forums will say 18 inches or deeper and keep water moving.

Our pond is 3 feet deep at on end and 18 inches at the other. We have a 3 section pond, large end then a stream to a smaller pond. We keep the pumps going through the winter and also use a stock tank heater in the big end and a floating ice melter.

That is really nice. I want a pond about 2 feet at the deepest point. Will that be ok for freezing weather with pumps and airation? Waters still gunna be super cold is that safe? Sounds unreal to me
