Pond questions

I'm making a pond in Alaska (or trying...) but I don't understand what size I need. "3-4' of surface area per average goldfish" is not computing.
How fricken deep do I need it?
I read it needs to be 16" below the frost line, bit that's 5 feet down.
Are there any kinds of heaters that would allow for a more shallow pond?
I'm feeling very over whelmed, but my two goldfish Liz and Levi need this to stay healthy.

It doesn't get nearly that cold here in Colorado, but I still keep the goldfish inside over the winter. Not doing so in Alaska is going to be tough without a really big body of water. How big? Dunno...
