Question about native tanks

Any Utah locals here? I see a lot of people doing native tanks and got curious about my native flora and fauna. Does anyone know the rules and regulations for Utah concerning catching and gathering for aquariums?

Also, I was in southern Utah, playing in the Sevier river, and I was sitting in the shallows and I noticed these little fish swimming in and out of some grasses. I tried to catch one for a better look and to take a picture, but they were tricky little bastards. They were yellow and reminded me of a goby of some sort. They would sit on the river bed and use their pectoral fins to rest on. I have tried google but I can't find anything that mentions them. Any Idea what they might be?

Not familiar with your state, but often when catching fish from the wild, the same rules apply to any fish you can keep and take home to eat or otherwise. They have to be of legal size, with in season and so on.
