RES turtle fluttering?

I've noticed my turtle sometimes focuses on things like rocks and than flutters his two front hands in front of him. I've herd of male res turtles doing that when there trying to impress a female res turtle but I don't have any other turtles in the tank. What is my turtle doing?

Maybe he is just really happy about the rocks or he may want to mate

He is only 1 years old and res turtles reach sexual maturity around 5.

When turtles haven't reached maturity when they flutter it means a territorial act my turtles did it before and they started getting nasty but became friends once more if he's doing it to a rock then that might mean he thinks its a turtle ;3

My turtles do that to each other all the time( both male). I think they do it for unknown reasons.
