I'm wondering if there is such this as to much lighting and if this exceeds it

Explaining the light rather than wattage will give you better results on an answer. It's real hard to give absolute answers on hypothetical questions.

Yes it must be dimmable! I have a 36watt par 38 over my 5 gallon right now! I really like these lights

You could buy the lamp and then a cheap
LED
dimmer off of ebay.
