A couple of Questions

1. I have neon green algae growing on some of my base rock is this coraline algae?

2. Is it necessary to quarantine hermit crabs or snails?

3. My hardness is around 5 or 6 and my Ph will not go any higher than 8.2. Is this ok PH if i want to add some corals later on? I am content with keeping it stable right their.

The neon green could be the beginnings of coraline. I know that when my base rock started it had bring neon green on it and then it turned to purple.

No you don't have to QT hermits and snails.

Stable PH is more important. Also when are you checking it? PH will gradually go up during the day. Check it right before your lights go out and see what you get.
