Ammonia at 8 for 15 days, no nitrite or nitrate yet?

Just wondering what might be going on. I'm cycling with a dead shrimp from the supermarket and my ammonia has been high 8 on the API test and I'm not getting any nitrites or nitrates yet? Is this normal? I thought I would start seeing nitrites already. The shrimp is still in the tank and almost decomposed (about 20% remains) This is a 10 gallon tank that I'm using to cure my reef rock.
