What is the minimum tank size for them

I wouls say a well fed 30g would work but probably safe with a 55. i couldn't really find a specific tank size.

What about a 15 gallon

I think a 15 would be ok. But they can be mean especially in that size tank. They might eat any fish or invert it can catch. They can even pick on corals.
