Cloudy water

Did a water change yesterday. I let everything settle for about 4 hours and was still cloudy. Look around the tank and found my Blenny had died. I removed him and the water cleared up. Just checked on the tank again and the water is cloudy again. Any ideas? Water parameters 8.2Ph, 0 ammonia, 0 nitrates, 0 nitrites. 78 degrees and 1.023 salinity.

Clean filter socks if any, check for more dead fish, try another water change.
