Do I need a Calcium Reactor?

for a FOWLR you dont need a Ca reactor.

Most people I know who have one have a very heavily stocked coral tank

if your concerned with Ca levels just dose with an additive
I use ESV B-Ionic Calcium Buffer
 
Yes, you probably don't even need to worry about Ca/Alk for FOWLR. Unless you're looking to grow really abundant coraline as decoration. If you decide you want coraline then you're going a bit farther than "fish only".

You might not be able to clearly define your tank as "Fish only", but if you are truly looking for "fish only", then the live rock is only there for biological filtration and Ca/Alk won't be a problem. Do regular water changes and that should provide enough.
 
some brands of salt aren't up to snuff on Ca or Alk...so if you planned to keep corals you'd probably need to dose a little something...or change salt brands.
