Filter media question/reactor?????

Ok so I need to run some media in my tank phosgaurd. I have plenty of LR. I'm on a tight budget and have an old 10gallon per hour hob filter. Was just going to hang this on my sump to run my water over the media.

So I guess the question is, does the size of the filter matter when I'm using it as a media reactor? My tank is 30 gal with a 20 gal sump, about 45 total gallons.
