Good Return Pump?

Can anyone suggest a good, quiet and fairly cheap return pump?

submersible or external?
Quiet One pumps are good. danner mag drives are ok.

Submersible and if I was going to have a reef octopus nw 150 6350 sump protein skimmer (i cant find the flow rate anywhere) with a drilled hole what size pump would i need?

well, here is the american model of the skimmer you are considering-
Reef Octopus NWB 150 Needle Wheel Protein Skimmer - AquaCave
it says the pump on it is about 530gph. so...a mag 7, or Quiet One 3000 would be my choices.

Is 530 gph good for a 80 gallon + sump FOWLR?

i would use a skimmer like that on a 100 gallon system.
and thanks for the compliment. i'm hardly a library. more like an old pile of mad magazines actually.

I thought it was get the best skimmer you can afford? And is there a make and model you would suggest for my 80 gallon setup (in planning) then?

read again. i said i WOULD use that skimmer on a 100 gallon system- like you have. 80 gallon display plus a sump, which i'm assuming is 20 gallons or so. i don't know if the european version is any different though. contact the vendor you are buying it from and ask them.
