Green hair algae ?

I'm not sure what this is? I've been battling it for a few weeks. I take it out Manuel and I've also been doing weekly water changes. Does any have any ideas or answers to nip this in the butt. What are the parameters in the tank? Though it is hard to see, it looks more like a web that is being shot out to filter feed than algae. That said, you can see some nuisance algae in the tank.
 
If u can zoom In, I agree it's not that bad now but it gets long and stringy with a air bubble at the end.
 
Also how long is normal light operation? I've got mine sunrise6:00 am sunset 5:00 pm. Too long?

I have been siphoning it out , I've been on top of water changes also. It seems to keep coming back. Any tips would be greatly appreciated.

Mr x , now that u mentioned that it does look at it! My ph is a little low so maybe hopefully if I raise my PH they will go away! I'm still up for ideas.
