Would a hob 100 Reef octopus protein skimmer and a canister filter be enough for a 90 gal tank also have a hob filter for bio balls or something or do I need a sump

Be enough what? Flow? Filtration?

For flow, probably not.

For filtration the live rock that we put in our tanks serves as our filter so it really relies on the flow in the tank. Shoot for 10x - 40x the tank volume per hour in flow.

If you were going FOWLR, you may be OK with that, but if you're considering reef, I'd recommend against a canister.... not saying it can't be done, but they are a maintenance nightmare. IMO, anything over a 55g reef would be best served having a sump.
