The numbers on my fowlr are as follows:
Ammonia 0 ppm
Nitrite 0 ppm
Nitrates 100 ppm
Do I need to start some water changes to start bringing down nitrates?

Yes, water changes to address the nitrates. Though in a FOWLR system, nitrates are tolerable, 100 is pretty high.
Keep in mind you will have to do large water changes to achieve this. A 50% water change will only bring the nitrates down to 50.
