after 8 days of cycling and no ammonia up think my bacteria has starved to death? can I add another 20 lb bag of live sand to kick it back up and then dose with ammonia?

I personally dont think that live sand is "live". Just add your ammonia source and the nitrifying bacteria will start to colonize your surfaces like your substrate and LR. We have an excellent article on SW cycling in our article section. I suggest you read it.
