setting up a new aquarium - two questions...

Hey all. I'm new to the board, and the hobby in general. I've just purchased a 75 gallon tank and am trying to get some things setup... I have two problems right now and was wondering if there are any clever tips to fix these...

1 - my sump overflow pipe chugs when the water drains down... I have a plastic screen cover over it, but it's still just chugging along... any good ways to fix this?

2 - I really rinsed the hell out of my sand, but my water is still pretty cloudy, is there any way for it to clean up, or will it maybe just take a while for the tank cycling to clear it out?

1 - Try to construct a Durso Stand pipe http://www.dursostandpipes.com/ This should help with the noise issue.

2 - THe water will clear up in a bit of time.
