Starting a frag tank

I would like to start a Frag tank so that I am able to trade them as they grow to make my tank a bit more colorful. As of right now I have a 40 breeder and a penguin 400 sitting around.
What are;
some good fish for a frag tank?
Bare bottom?
Lighting?
Skimmer or no skimmer?

Just bare bottom with some rock and egg crate for frags. There's no need for a skimmer as you shouldn't be feeding anything as long as the light can support what you are growing. It is simple as can be.
 
So fish are optional? I thought I heard that some corals grow with some fish waste

they get what they need by weekly water changes but they can be fed to speed up growth , everyone has their own preference on that , if you intend on feeding corals and adding a couple of fish than I would add a skimmer , maybe a small school of chromis just a few mellow fish
nothing crazy .

Yeah for a frag tank I'd go with a wrasse maybe a 6 line or something
