Starting out
I have my sand and water, can i start my cycle with out the rocks for about 2 weeks? then add my rocks and coninute?

You can but the
LR
is where most of your bb will develop not the sand bed so it won't really speed things up that much. And adding the rock first then pouring the sand in around it makes for a lot more stable aquascape
