Tank Cycled?

I was wondering if my tank is cycled? It is a 90 Gallon aquarium that I started with all Reef Saver Rock from Bulk Reef Supply. 90lbs. I used Dr. Tim's bacteria and added two clownfish 19 days ago. They have done fine and have been eating everyday and seem healthy. Ammonia spiked as high as .5 PPM and have been at 0 for the last five days. Nitrites have gone as high as 2 PPM but are have been at .5 for the last 3 days. Nitrates are at 40 PPM. PH is 7.9.

Is my tank cycled? Do I keep waiting for Nitrites to hit 0?
 
If trates are at 40 with healthy fish, to me is cycled... Time for a water change to get the trates between 5 and 10...
 
Sorry didn't see the trite reading... Yes that needs to be at 0, but with trates at 40 should be very soon...
