What are the best readings to have before cycling is complete

What do you mean best? A cycle is building up a bacteria base so you don't have any ammonia or nitrite detectable.
That means if you are using a shrimp, it isn't detectable, or if using pure ammonia that there isn't any detectable 24 hours after dosing.

Like I said...you want to have no detectable ammonia or nitrites. Then you do a water change to get your nitrate levels to 0.
