Tips on growing cheato and mangrove

I wasn't sure on where to put this but anyway, so I'm trying to grow my cheato in my 20g long refug, along with my mangrove. I heard something about it has to move around and what not. Is this true? I had a 150w bulb in there but it was burning my mangrove like when you use a magnifying glass to burn a hole in leaves so I switched the bulb to one of those twisted energy saving bulbs, also should I sift the sand bed?

Here are some pics too. The leather look like it's about to die and I just got it today, the lights I also got today just poof, went out after an hour, right watts and everything so I have to go back to my LFS first thing in the morning. If you look in the corner you can see my mag anem that split last night. Tell me what you think

Leave the sand alone,you can start a spike stirring it up.As for the chaeto,the new light will be enough and as long as it has good flow the chaeto will grow.I dont think 1 mangrove will do much to be honest.
 
Yeah, but its all I could afford till I get paid again. I'm just slowly adding stuff.

mangroves are very poor at nutrient export (compared to something like chaeto or caulerpa). consider it more of a conversation piece than anything else.
 
I have alot of other stuff in my tank also so I'm not THAT worried
