How much water circulation is required in a tank? How would you know you have enough?

Well circulation depends alot on the type of tank you have/want to have. Some critters like little to no waterflow (such as sea horses) and other require a lot of water movement. Check out the specific needs of your inhabitants to get the best answer but I believe the "rule of thumb" I hear most often for circulation is 10x water volume. I'll add my own question to this... 10x is what I usualy hear.. but is that 10x considered an "average" level of circulation or is it a "low" level or "high" level of circulation?
