hmmm, first let's figure out what the problem is with your filter 
, what size tank, how is it stocked, list all filtration, what filter is putting particulate matter into the tank? What are the ammonia levels? Is the water cloudy, or can you just see some particles in the water?
As for polishing the water, some cannister filters have a micron filter available for this as well as diotom filers.

brand new setup
55 gal tank
emperor 400 filter
the water is not cloudy
just small particals, kind of looks like air bubbles, but very tiny and they are only by the incoming water from the filter.
it might be nothing, but i'm just paranoid because this is my first SW tank and i don't want to mess anything up

As 400gph of water rushes to meet the surface of your water, the turbulence sucks some air in with it. It is very likely air bubbles.
