what to get

Hey guys, I'm starting to set up a 30 gal fish only with live rock tank and just wanted to know what to get.
I can get 25 lbs of dry rock and 10 lbs of live seed rock with 40 lbs of sand

25 Pound Box Key Largo rock - MARCOROCKS
or I can get 40-50 pounds of live rock from some guy on Craigslist and get the sand.
which should I get to start off my tank?

Dry rock & with patience make it "live" over time. Never know what pests you're gonna get by buying someone's old rocks. What if they used tap water for a long time & everything nasty is saturated in there? Or maybe they used copper at some point! Try this link before ordering also: http://www.reefrocks.net

so would you recommend getting that dry rock and then seed it with some of the seeding rock?
and I was kind of planning on using tap water with a good water conditioner, should I just buy some of that petco ocean water?

Seed it yes with some live rock that comes from someone or somewhere you trust. If at all possible do not use tap water. RODI water is best. You can use the Petco water but that gets expensive. Better to invest in your own RODI unit. It will pay for itself over time. Controlling the water you add to your tank is paramount to your success.
