I've been researching and plecostomus are too big and snails are escape artists. Does anyone have a suggestion for a community algae eater that will stay small enough for a 15g?

Otocinclus are the only ones I can think of. Plecos get huge, especially commons. The smallest pleco is a rubber lip I believe which gets up to 8". You could keep that in your 15 for a number of months before you upgrade him

I have an Albino Pleco in a 20 gal. It is fine. Some pet stores will take them back if they get too big on you.

Otos should only be added to very established tanks. Do you definitely need an algae eater now? I'd maybe start off with a nerite snail or two.
