Ammonia in tap!

You can use Seachem Prime when conditioning the tap water. It will neutralize the ammonia in your tap water.
 
Yes it will. But adding .25ppm ammonia with each water change isn't going to help your tank. It takes time to process, it isn't converted to nitrates instantly. And you need to condition your tap water before you add it to your tank anyway to remove chlorine and chloramine, so you might as well use Prime and take care of your ammonia too.
